The Consultative Human Rights Commission (CCDH) advises the Government on general questions relating to human rights. Its core missions are the promotion and the protection of human rights.
The CCDH elaborates opinions, communiqués and reports, on its own initiative or at the Government’s request. All publications are transmitted to the Prime Minister and the Parliament and are presented to the press. The Commission submits an annual report to the Prime Minister. This report gives a detailed account of the Commission’s work during the preceding year.
The Commission does not have competence to deal with individual complaints.
The CCDH organises conferences on thematic human rights topics and cooperates with civil society on an ad hoc basis to promote human rights and with other national human rights organisations, such as the Ombudsman, the Ombuds-Committee on the Rights of the Child, the National Commission for Data Protection and Centre for Equal Treatment which are non-voting members of the CCDH’s plenary assemblies.
The Commission’s work covers a number of priority areas: asylum and migration, juvenile justice and children in prison, disability, nationality, counter-terrorism, data protection, prostitution, trafficking in human beings etc. In the area of disability, the CCDH has been appointed independent monitoring mechanism on the implementation of the UN Convention on people with disability at the national level in 2011. With respect to the field of trafficking, the Commission has been appointed National Rapporteur on trafficking in human beings in 2014 as a result of the implementation of the EU directive 2011/36/EU on preventing and combatting trafficking in human beings.
The Commission plays an active role in the reporting system of the regional and international human rights treaty bodies and provides input on Luxembourg’s compliance with its obligations under international and regional treaties through parallel reports.
