Call for proposals to develop and support the implementation of a comprehensive Monitoring, Evaluation and Learning Framework

ENNHRI CRPD Working Group Meeting

The European Network of National Human Rights Institutions (ENNHRI) seeks an external consultant to support the development of a comprehensive Monitoring, Evaluation and Learning framework (ME&L framework) for the implementation of its organisational strategy with annual action plans containing recurrent operational tasks.

Over the last four year period (2013-2017), ENNHRI has grown. This development requires to set up a dedicated and comprehensive Monitoring, Evaluation and Learning Framework for the implementation of its organisational strategy with annual action plans containing recurrent operational tasks.

The consultant shall be able to integrate various evaluation methods in one overarching monitoring and evaluation framework of ENNHRI’s activities. This way, ENNHRI should be able to better assess their impact and to adapt priorities in line with ongoing developments.

A comprehensive Monitoring and Evaluation Framework developed by the consultant (including eg. milestone planning, monitoring of outcome as well as output, standard reporting templates) will also contribute to the transparent accountability of ENNHRI towards its members, funders, and external stakeholders.

The proposals should be submitted by 5H30 Monday 20 November 2017.

An estimated average of 20 days should be sufficient to complete the tasks under Phase I of this consultancy, and an estimated average of 10 days should be sufficient to complete the tasks under Phase II.
