ENNHRI Oral Statement to the Debate on the 10th Annual Report (2016) on the Supervision of the Execution of Judgments and Decisions of the European Court of Human Rights (June 2017)

The oral statement states that we have entered an even more challenging environment for the implementation of the Convention and execution of judgments, due to:
- Increasingly hostile view on human rights and the convention system, where the need to execute judgments has been challenged even by states that are generally supportive of the Convention system
- Shrinking of democratic space and rule of law in many states, which restricts the legitimacy of actions to ensure the execution of judgments and structures to support them
- Repeated cases without execution, where states feel insufficient pressure to implement the general and specific recommendations
